For a state trying to cultivate its own Silicon Valley, New York has proved a sometimes hostile environment for start-ups. Last summer, New York City mayor Bill de Blasio went after Uber, commissioning a $2 million, four-month study of the effects of for-hire vehicles on the city's congestion and traffic, and proposing to cap the number of vehicles Uber and other for-hire car companies were allowed to have on the road.
